What are scrapbook eyelets?

I know what they look like because I accidentally bought some, but what are they exactly used for? And would i be able to use them as some sore of Cardstock hole reinforcer (kind of like those little white paper donuts you stick onto your school pages to keep them from ripping in your binder). Thanks for the help!
